The Pacific Harbour Community Association works tirelessly to assist new and current residents, improving the area and providing oversight of services, planning and legal matters affecting Pacific Harbour.

What We Do

Lot clearing started on Yasi Circle. A resident discovered plans for a two-storey apartment block. PHCA provided advice, assisted with the letter to Lami Town Council. The build was stopped as a result of residents' action.

A resident has been working to bring recycling to Pacific Harbour. Initial meeting held June 2024 with the Pacific Recycling Foundation. CCEP (Coca-Cola) has indicated a recycling point should be in place by July 2026. Work continues.

Airbnb properties were causing problems for residents. PHCA arranged meetings with Police and attended as community representatives. The situation has significantly improved.

PHCA attended meetings with residents, Police and local body representatives to clarify Pacific Harbour's governance position — there is currently no council or local body with bylaw enforcement powers over the area.

A resident faced a severe sewage crisis affecting their health and safety. Through joint effort of PHCA and community members, the problem was resolved.

Current Priorities

Reserve Land Being Sold

Residents are reporting that reserve areas at the ends of cul-de-sacs are being listed for sale by Baron Bruno. Reserve land cannot be sold without a formal rezoning process including public notification in the Fiji Government Gazette and a 30-day objection period. This is a priority issue for 2026.

Quarry on River Drive

The quarry site has been inspected by the Ministry of the Environment. Constant truck movements create noise, dust, road danger and significant environmental damage. We await the outcome. This will be pursued.

Dogs

Resident Rob has been working with the Ministry of Agriculture on the dog problem. It is not stray dogs but domesticated dogs allowed to run free causing attacks and injuries. Work is ongoing.

Roads

Pressure on the Fiji Roads Authority (FRA) has resulted in Hibiscus Drive being sealed. However roads off River Drive remain unsealed and potholed. Consultation on road priority decisions is lacking.

Lack of Consultation

Executive decisions affecting residents are being made without consultation and without proper legal process. Planning decisions are presented as fait accompli with no opportunity for residents to object.

Most Pacific Harbour residential lots are freehold title — one of the most secure forms of property ownership in Fiji, registered under the State-guaranteed Torrens system.

Development Must Match Infrastructure

Pacific Harbour is zoned medium density residential. Any further development must be matched by appropriate infrastructure. Development without infrastructure is unacceptable and in many cases unlawful.

Water & Sewerage

New development must demonstrate adequate water supply and sewerage capacity. Raw sewage overflow is already being reported. No new development should proceed without confirmed infrastructure capacity.

Roads

Existing roads are already under stress from truck movements and lack of maintenance. Any development generating significant traffic must demonstrate road infrastructure can support it.

Power

Electrical infrastructure must be adequate for additional load before development proceeds.

Reserve & Green Space

Reserve and green space cannot be built on or sold without a formal rezoning process: application to Town and Country Planning, public Gazette notification, two consecutive Friday newspaper notices, and a 30-day public objection period.

Pacific Harbour is zoned residential. Commercial operations — including quarries, rubbish dumps, and multi-unit developments beyond medium density — cannot operate in residential or reserve areas without proper planning approval. Residents have the right to object.

"In Estate Management Services Ltd v Minami Taiheiyo Kaihatsu Kabushiki Kaisha, the Fiji High Court dismissed every one of EMSL's fee claims. The Court found that annual assessments cannot be demanded where the full bundle of services under the Deed is not being delivered. EMSL was ordered to pay costs."

Yes, almost certainly. Check your Certificate of Title to confirm.

Yes, freehold property is available to foreign buyers. Properties over 1 acre require Minister of Lands consent. Non-citizens must build within 24 months (Land Sales Act 2014).
